An Area Studies Division was created at the 6th Section of the École Pratique des Hautes Études (Paris) in the mid-1950s. It was devoted to several world regions, including the USSR and eastern Europe. This article investigates the links between its institutionalization and the international scientific and financial transfers underpinning it: the transatlantic support granted to the nascent division by the Rockefeller and Ford foundations and the academic cooperation programme that it launched with eastern Europe. The Russian, (...) class='Hi'>Soviet and East European programme served, thus, as an East/West interface and a platform for broader intellectual exchanges. Local French scientific, academic and political rationales favoured the specific pathways it took. The article also shows that the EPHE 6th Section was discreetly linked with American players in Cold War intellectual warfare whose forms of action gradually changed in the context of the thaw. In particular, it had connections with the Congress for Cultural Freedom. These collusions attest to the entanglement of scientific and political issues, their intricacies increasing when external factors compounded domestic ones. (shrink)

When the journal Minerva was founded in 1962, science and higher educational issues were high on the agenda, lending impetus to the interdisciplinary field of “Science Studies” qua “Science Policy Studies.” As government expenditures for promoting various branches of science increased dramatically on both sides of the East-West Cold War divide, some common issues regarding research management also emerged and with it an interest in closer academic interaction in the areas of history and policy of science. Through (...) a close reading of many early issues of Minerva but also of its later competitor journal Science Studies (now called Social Studies of Science) the paper traces the initial optimism of an academically based Science Studies dialogue across the Cold War divide and the creation in 1971 of the International Commission for Science Policy Studies as a bridging forum, one that Minerva strangely chose to ignore. In this light, attention is drawn to aspects of the often forgotten history of Science Studies in the former Soviet Union and the Eastern European block. Reviewed also are several early discussions that are still relevant today: e.g., regarding differing concepts of Big Science, science and democracy, autonomy in higher education and what conditions are necessary to sustain academic freedom and scientific integrity (some of Edward Shils’ primary concerns). Finally, it is noted how the question of quantitative methods to measure scientific productivity lay at the heart of a “Science of Science” movement of the 1960s has re-emerged in a new form integral to the notion of a “Science of Science Policy.”. Part of Soviet education is the use of the folktale with a message. This message includes forming attitudes toward foreigners. Among the foreigners so depicted are capitalists and businessmen. For fruitful negotiations with the Soviets, it will pay to know how they view their Western counterparts.

For Hannah Arendt, the federal system is an effective mode of organizing different sources of power while avoiding sovereign politics. This article aims to contribute two specific claims to the burgeoning scholarship on Arendt's international federalism. First, Arendt's international thoughts call for balancing two demands: the domestic need for human greatness and flourishing and the international demand for regulation and cooperation. Second, her reflections on council-based federalism offer a nuanced position that views the dual elements of (...) equality in politics (intra-state and interstate equality) as neither contradictory nor reconciliatory but rather as ideal types along a continuum. This study shows that, through the unique form of federalism emphasizing the need to balance two demands of free politics with a clear acknowledgement of its precariousness, Arendt's thinking adds much-needed sensitivity to international discourse. Viacheslav Ivanov, the central intellectual force in Russian modernism, achieved through his work an original synthesis of Christianity, Platonism, and the philosophy of Friedrich Nietzsche. His powerful intellect exerted an immeasurable influence in modernist Russia and the early Soviet Union, and after emigrating to Italy in 1924 he played an important role in intellectual debates in Western Europe between the wars. In recent years, Ivanov's manifold contributions have been recognized in all major aspects of Russian culture, including poetry, literary (...) theory, philosophy, and theology. In _The Russian Prospero_, Robert Bird uncovers the foundations of Ivanov's poetic and theoretical universe, traces its evolution, and explores its connections to cultural and intellectual currents in international modernism. Blending a close reading of Ivanov's work with a thoughtful analysis of his place within twentieth-century thought, Bird finds that Ivanov's ecstatic creative psychology leads directly to a consideration of history as a continuum of human interpretive activity, and to a conception of art as a historical force. This study aims to determine the demographic characteristics influencing the performance of Academic staff at the Southeast European University. This study employs data from the student evaluation carried out by the students for their respective professors and courses for the Fall and Spring semesters during the academic year 20/21. A lot of research has been done on demographics and its effect on the professor’s performance, and they point out that demographic attributes can change the rating evaluations, therefore these factors (...) need to be analyzed at SEEU to come to our conclusion. We assume that middle aged professors, females and single professors receive higher evaluation scores. In order to analyze the demographic characteristics of the academic staff of SEEU and how they influence student evaluations, quantitative research methodology was used including calculation of frequencies, percentages, means and cross tabulations. The results of the study show that students generally evaluate with high grades their professors, where the average of the whole questions asked resulted above 4.5, as per Likert scale, 1-5. Furthermore, the general results of the academic staff according to the demographic characteristics such as age, experience in teaching, academic title, gender and marital status for each academic staff do really show differences in student evaluation values. This is an important thing to know when recruiting and retaining academic staff that appear to be highly appreciated by students especially because that results from higher teaching quality. The Baltic philosopher Vasily Sesemann (1884-1963), rooted in the Classics and influenced but not dominated by Kant, Herder, Bergson, Husserl, and Lossky, was a first-rate scholar in the fields of aesthetics, epistemology, logic, and history of philosophy. But he is still relatively unknown internationally because he wrote mostly in Lithuanian and some of his many works are only now being translated into English. This successor volume to his Aesthetics collects eight noteworthy essays, ranging from the scholarly to the popular, on (...) aesthetics, aesthetic education, national culture, and theory of knowledge. They reveal a sympathetic and responsive mind equally at home in Ancient Greek and modern French, German, and Russian philosophy; and capable both of untendentiously expounding their dominant ideas and fruitfully anticipating newer developments even as the latter began to take shape in early-to-mid-20th-century Western European philosophy. Hallmarks of Sesemann's thought are the Heraclitean preference for becoming (dynamism, change) over being (stasis, timelessness) and the idea that any culture, in order to survive and grow, must be intellectually deep and open to foreign influences. This insight has crucial relavance to the debates about multiculturalism today. Does it make sense to refer to the social and political existence of the Baltic countries as to being between civilizations of East and West, or as being on the boundary of two worlds? What are the most characteristic features of modern moral imagination? How does it manifest itself in the politics and cultures of the Baltic countries? These will be the main foci of the book series intended and launched as a critical examination of identity, politics, and culture in the Baltic countries. We are not going to confine this series to Soviet and post-Communist studies. By offering a wide scope of the social science and humanities disciplines, we would like to encourage intercultural dialogue and also to pursue interdisciplinary research in the field of Baltic studies. The JDC-Lauder International Jewish Youth Camp at Szarvas is perceived today as the single most important Jewish outreach and educational programme in Central and Eastern Europe; it is a key symbol for Eastern European Jewry. This paper emphasises the importance of the Szarvas camp, located some 170 km south-east of Budapest in Hungary, and its impact on the Jewish identity of the Central and Eastern European participants, and by extension on their families and communities. It focuses (...) on the camp’s history and uniqueness, and includes a personal experience on the part of the author, who has participated in the camp and today works as its programme director. The publication presents for the first time the B. Baradin’s theses to A. Dorzhiev’s lecture that was supposed to be delivered at the international Buddhist exhibition in Leningrad in 1927. A. Dorzhiev was a famous Buryat lama who received the academic title of Geshe (the highest philosophical academic degree in the Gelug tradition of Tibetan Buddhism) upon completion of his philosophical education in the monasteries of Mongolia and Tibet. After 1918, he was involved in organizational issues of the Buddhist (...) Sangha in Russia. B. Baradin was an academic scientist and public figure, a professor at St. Petersburg University, and the author of studies on the history and teachings of Tibetan Buddhism. After the revolution of 1917, he began working in Buryatia in various administrative positions, focusing on the organization of the scientific and cultural life of the Republic. Their main idea is that the modern world consists of the two equal parts - East and West, unification of which is possible and even necessary for the further development of humanity. The system-forming teaching of the East is Buddhism; and the lecture hold on those aspects of Buddhist philosophy that could be compared with the teachings of the West. Four points are highlighted: 1) Buddhism is comparable to Darwin’s theory in that both consider humans in the context of all living beings in an evolutionary manner; 2) Buddhism, like science, accepts the determinism principle; 3) the Buddhist concept of shunya is similar to the relativistic principles of physics; and 4) the system of Buddhist psychotechniques is similar to the theory of reflexology. B. Baradin concludes that Indo-Buddhist culture and European culture are complementary and their rapprochement will bring us closer to a truly universal culture. The theses mentioned here are, apparently, the first systematic exposition of the views of neo-Buddhists-renewalists on the points of convergence between Buddhist and Western cultures. (shrink)

The article presents results of an ongoing study of centers of intellectual innovations in post-Soviet Russia. Using the European University at St. Petersburg as the main object of their analysis, the authors demonstrate how new models of academic careers, which became available in the 1980s and 1990s, were eventually institutionalized as new models of knowledge production and educational practices. Supported by American foundations, this private university had to invent a new institutional structure and to position itself within the (...) field of higher education, still mostly dominated by the state. What is the meaning of perestrojka? There is no doubt that it led to the end of the Cold War and had a huge impact on the international situation. Nevertheless, there is no consensus as to the outcomes of perestrojka. Perestrojka brought about the collapse of the Soviet Union. This fact might be interpreted positively: it opened the possibility to restore historical truth and to create independent democratic states. From another perspective, it can be conceived negatively as a (...) destruction of the integrity of the Soviet Union and the loss of a part of the territory as well as the economy of Russia (according to the President of the Gorbačev Foundation, Viktor Kuvaldin, during the conference “Revisiting Perestroika—Processes and Alternatives”). Perestrojka has no one definite general meaning, but it has a very specific one for Lithuania. In this paper I ask: What is the meaning of perestrojka for contemporary Lithuania and for post-Soviet life? Was perestrojka a failure or a success? I approach perestrojka from a moral point of view, suggesting that the perestrojka made possible a fundamental choice between several alternatives. Once the choice was made the specificity of future goals and evaluation of the past opened up. I concentrate on the moral value of the act of accommodation (and resistance) to the Soviet regime, on the conflict of values represented by the “nation’s own” and the goodness of the political order, and on the role of freedom and determinism in history. Immanuel Kant’s conception of duty and the categorical imperative is used as a model for the analysis of the situation of choice. (shrink)

A literary debate occurred during 1969 and 1970 as Soviet society stepped into the holistic transition to conservatism. In the debate process, liberals in the journal Novyi Mir interpreted Soviet patriotism based on cultural pluralism and censured Russian nationalists of the journal Molodaia Gvardiia for deviating from Lenin’s ideas on the nationality question and obscuring the demarcation between patriotism and Russian chauvinism. Conversely, nationalists in Molodaia Gvardiia emphasized their validity in reviving the Russian tradition to defend the national (...) culture from Western cultural penetration and responded that Western cosmopolitanism was the innate character behind the words of Novyi Mir. The contention gradually stirred up so much public attention that Soviet authorities decided to quiet down the contestation. Eventually, the editorial boards of Novyi Mir and Molodaia Gvardiia were reshuffled, although the Soviet authorities sheltered Molodaia Gvardiia to some degree. The result of the debate was affected by a combination of synthesized factors: the background of rising Russian nationalism, the ideological rhetoric of the debate, and the influences of the opinions of international media and officials toward either side. Whatever individual preferences the authorities had, the principles of the Era of Stagnation (Zastoi) were the guidelines in dealing with the debate. (shrink)

In this article I attempt to conceptualize myexistential and institutional experience as thedirector of the Kharkov Center for GenderStudies acquired in the course of introducinggender studies into the system of post-Soviethigher education. The main subject of thearticle concerns the logical ground of genderdiscourse and the complicated relations betweenthe notions of `gender studies', `women'sstudies', and, within the latter, `feminism' inthe former USSR, all in the framework ofconcepts from Western feminists theory.

The article draws attention to the exceptional importance of the concept of culture in the development of early Soviet models of governance. It proposes an analysis of party cadres’ conceptualization of culture that provided the basis for the creation of the state monopoly on cultural production of the young Soviet regime in the early 1920s. Particular attention is given to Lenin’s differentiation between “bureaucratic” and “cultural” motivations to labour that, after the October Revolution of 1917, allowed to substantiate (...) the shift in the point of view on socialism from a political to a cultural one. The building of the new Soviet statehood required a moderate depoliticization, the renunciation of the radical revolutionary rhetoric of class struggle in internal policy and the reinterpretation of class, social and cultural contradictions. Attention is drawn to the importance of cultural debates for the creation of the unique Soviet mechanism of governance that separated the principal ideological role of the party from the operative administration of the state machinery. At the centre of the analysis there will be no “theories” of culture or doctrinal diversity of Marxist-Leninist approaches but there will be the modes of culture’s problematization within the sphere that was defined by Michel Foucault as gouvernementalité. A group of specific texts is analyzed, in which governmental rationality and problematization of cultural policy were directly presented. The book offers insights on whether international law can shape the politics of the Security Council and, conversely, the extent to which the latter contribute to the development of international law. By providing a systematic analysis of the quantity and quality of international legal instruments referred to in the text of resolutions, the book reconstructs patterns of the Security Council's behavioural regularities and assesses them against the provisions of the United Nations Charter, which establishes its (...) mandate. The analysis is divided into three periods - the origins and Cold War period, post-Cold War period and the twenty-first century - and assesses the resolutions passed in each period by thematic category. The book argues that while international law plays an important role in shaping the politics of the Security Council, the Council's resolutions do not contribute significantly to the development of international law. Profiles of art education in nineteen countries around the world by citizens or longtime residents of those countries comprise the core of this book. Guidelines for the cross-cultural study of art education are presented by the editors in a general introduction and three part introductions, and also by contributing specialists. The nineteen national profiles, with accompanying examples of children's artwork, make up the largest section of the book, Part II. The three chapters in Part I review research that has identified, (...) on one hand, certain universal characteristics of children's artwork attributable to common human stages of development, and, on the other hand, certain differing and unique cultural influences. ArgumentIn the 1920s the Soviet Union invested a group of talented, mostly socialist, occasionally Communist, Jewish writers and thinkers to use the power of the state to remake Jewish culture and identity. The Communist state had inherited a multiethnic empire from its tsarist predecessors and supported the creation of secular cultures for each ethnicity. These cultures would be based not on religion, but on language and culture. Soviet Jews had many languages from which to choose to be their (...) official Soviet language, but Yiddish, the vernacular of eastern European Jewry, won the battle and served as the basis of secular Soviet Jewish culture. Soviet Jewish scholars, writers, and other cultural activists remade Jewish culture by creating a usable Jewish past that fit the socialist present, reforming the “wild” vernacular of Yiddish into a modern language worthy of high culture, and transforming Jews into secular Soviet citizens. Background The European Union aims to optimize patient protection and efficiency of health-care research by harmonizing procedures across Member States. Nonetheless, further improvements are required to increase multicenter research efficiency. We investigated IRB procedures in a large prospective European multicenter study on traumatic brain injury, aiming to inform and stimulate initiatives to improve efficiency. Methods We reviewed relevant documents regarding IRB submission and IRB approval from European neurotrauma centers participating in the Collaborative European NeuroTrauma Effectiveness Research (...) in Traumatic Brain Injury. Documents included detailed information on IRB procedures and the duration from IRB submission until approval. They were translated and analyzed to determine the level of harmonization of IRB procedures within Europe. Results From 18 countries, 66 centers provided the requested documents. The primary IRB review was conducted centrally or locally and primary IRB approval was obtained after one, two or three review rounds with a median duration of respectively 50 and 98 days until primary IRB approval. Additional IRB approval was required in 55% of countries and could increase duration to 535 days. Total duration from submission until required IRB approval was obtained was 114 days and appeared to be shorter after submission to local IRBs compared to central IRBs. Conclusion We found variation in IRB procedures between and within European countries. There were differences in submission and approval requirements, number of review rounds and total duration. Research collaborations could benefit from the implementation of more uniform legislation and regulation while acknowledging local cultural habits and moral values between countries. (shrink)

During the last quarter of the twentieth century, Soviet Russian philosophy did away with ideology in the fields of Science; but until the mid-1980s, scientists could not escape intense ideological scrutiny. A great number of Soviet scientists did their best to avoid this ideological supervision, and pursued their research, remaining neutral toward Marxist ideology. Among these fields of research were so called “philosophical problems of natural sciences”. Some Soviet Russian philosophers put forward original conceptions of scientific development, (...) the structural features of science, and/or provided novel interpretations of certain scientific principles and ideas. These thinkers had deep roots in Marxism, though not orthodox Marxism. They, so to speak, overcame classical Marxism and proposed innovative ideas largely based upon epistemological considerations. The legacies of I. S. Alekseev and M. A. Rozov are especially worthy of attention for their original epistemological contributions to the philosophy of science. (shrink)

This article examines the internationalization of scientific and scholarly communication in the period before World War I, taking philosophy as an example. In the first part of the article, several general trends in internationalization during the nineteenth and twentieth centuries are examined. This includes the importance of international experience for Russia’s policies today towards science and education. The main part of this article is devoted to the concept of the “international argument” and provides an analysis of three types (...) of appeal to the international community: the pragmatic, the reputational, and the communicative. The increasing importance of international communication during this period is shown on the basis of examples drawn from German philosophical discussions that took place between the first third and the end of the nineteenth century. This article provides a study of the legal regulations of the European enforcement order and the uniform enforcement of judgments without the exequatur procedure, which have been in place between the member states of the European Union for five years already. In the Lithuanian civil procedure law it details the implementation of Regulation (EC) No. 805/2004 of the European Parliament and of the Council of 21 April 2004 for creating a European Enforcement Order for uncontested (...) claims in the national law of Lithuania. The aforementioned legal act of the European Union has been implemented in Lithuania with the adoption of the Republic of Lithuania Law on the Implementation of the European Union and International Legal Acts regulating civil procedure of 13 November 2008. Pragmatism is ever more popular amongst those who study international relations. Its emphasis on practice is generally acknowledged as a defining characteristic. There is, however, a general tension within pragmatist thought concerning practice, for pragmatism may emphasize the theorizing of practice. It is, then, distinguished from other theories in International Relations (IR) such as neo-realism or constructivism as a contender in their midst. We delineate a pragmatist theory of IR in the first part of this article, but insist (...) on going beyond merely establishing the next paradigm, for pragmatism may also emphasize the practice of theorizing. Theories are, then, considered different tools useful for dealing with the social world. This will be corroborated in the second part by a close reading of William James. Finally, we submit that instead of a paradigm war, a metaphor such as that of the Papini hotel is needed in IR — a metaphor that accounts for theory competition without neglecting the limitations set by the practice of theorizing itself. This article attempts to fill a gap in International Relations literature on East Asian security. ‘East Asia’ appears to be mostly an indeterminate conceptual construct, allowing scholars to look selectively at those aspects and areas that could justify their security thesis, albeit security dynamics in the region are all too difficult to comprehend and predict. This problem has been frequently pointed out in IR literature, but its methodological implications and suggestions have neither been appropriately illuminated nor been (...) systematically offered, and the main solution commonly found in the literature was the tautological one of ‘better defining’ the region. As an alternative, this article suggests that one needs to tighten geographical focus and differentiate the subjects of analysis. When it comes to the study of East Asian security, one needs to aim to develop specific and differentiated generalizations as opposed to generalizations of a broad character. To showcase the fact that research outcomes can be more determinate when the target of analysis is more focused and specified, this article takes Northeast Asian security as an example and challenges the so-called ‘peaceful East Asia’ thesis, one of the mainstream perspectives on East Asian security. This article ultimately argues that while apprehending East Asian security dynamics through delimiting the scope of analysis and circumscribing the subjects of investigation is often deemed to be a modest enterprise―in particular, in terms of generalizability―the merits are substantial: research outcomes will be able not only to give us a truer mapping of the real world, but also bring us closer to building knowledge which satisfies the scientific criterion of ‘falsifiability.’Export citation Request permission. This article considers the history of Soviet Spinoza studies after World War II. V.V. Sokolov, editor of the last Soviet publication of Spinoza’s works, regards him as a metaphysician, at times rising to dialectics, and a pantheist rising to materialism. E.V. Ilyenkov, Ya. A. Milner and B.G. Kuznetsov offer a radically different interpretation of Spinoza, as our advanced contemporary. The article provides a critical analysis of the concept of man as a “thinking body,” which Ilyenkov mistakenly ascribes (...) to Spinoza and then corrects on behalf of Marx. Kuznetsov, in his own words, performs a “neo-Spinozist analysis of science.” He is looking for equivalents of Spinoza’s concepts in modern physics, starting with the “physically meaningful” concept of being. Milner wrote a new Ethics, based on the concept of “free necessity” as a social duty consciously performed by the individual. (shrink)

Developing countries face numerous barriers to conducting effective and efficient ethics reviews of international collaborative research. In addition to potentially overlooking important scientific and ethical considerations, inadequate or insufficiently trained ethics committees may insist on unwarranted changes to protocols that can impair a study's scientific or ethical validity. Moreover, poorly functioning review systems can impose substantial delays on the commencement of research, which needlessly undermine the development of new interventions for urgent medical needs. In response to these concerns, the (...) Drugs for Neglected Diseases Initiative, an independent nonprofit organization founded by a coalition of public sector and international organizations, developed a mechanism to facilitate more effective and efficient host country ethics review for a study of the use of fexinidazole for the treatment of late stage African Trypanosomiasis. The project involved the implementation of a novel ‘pre-review’ process of ethical oversight, conducted by an ad hoc committee of ethics committee representatives from African and European countries, in collaboration with internationally recognized scientific experts. Cross-border academic collaborations in conflict zones are vulnerable to escalated turbulence, liability concerns and flagging support. Multi-level stakeholder engagement at home and abroad is essential for securing the political and financial sustainability of such collaborations. This study examines the multilayered stakeholder arrangements within an international academic health science network contributing to peace-building in the Middle East. While organizational forms in this collaboration change to reflect the structural, epistemic and political expectations of various support groups operating locally and globally, (...) the legitimacy of the international research and its contribution to the peace-building process last as long as institutional norms of academic enterprise – integrity, impartiality and collegiality – are sustained. Does Buddhism have its own ways, however subtle, of affirming its superiority over all else that claims the name “religion”?The European Network (...) of Buddhist-Christian Studies set out to find answers to these questions at its seventh conference, held at the splendid Catholic conference center of St. Virgil on the outskirts of Salzburg, Austria.Given the demographic realities in Europe, the network has inevitably tended to be a group of Christians discussing Buddhism, as far as possible with the participation of Buddhist guests but without really providing a platform for a thoroughgoing Buddhist discussion of religious plurality. This time, more Buddhists than ever before, including significant scholars from America and Asia as well as Europe, participated in the conference. We were thus treated to a discussion of Buddhist attitudes to the religions that broke new ground and presented a vivid picture of Buddhism’s own internal diversity.In his introductory address the president of the network, Prof. John May, paid tribute to the University of Salzburg’s newly established Centre for Intercultural Theology and the Study of Religions, whose director, Prof. Gregor Maria Hoff, welcomed participants on behalf of the university. Dr. Ulrich Winkler contributed substantially to the organization of the conference.Dr. Kristin Kiblinger (Winthrop University), author of the first systematic treatment of Buddhist “inclusivism,” opened the conference proper by distinguishing between “open” and “closed” forms of inclusivism. She suggested a parallel with George Lindbeck’s “experiential-expressive” paradigm of religious doctrine in order to make clear that Buddhists, like Christians, have ways of privileging their own positions, though these generally remain unacknowledged.“One vehicle” (ekayāna) theories of Buddhism have something in common with “common core” theories of Christian pluralism in that they presuppose a “single end” [End Page 149] inclusivism. Whether the “positionless position” derived from Buddhist “emptiness” (śūnyatā) is a better guarantee of genuine pluralism than the Christian notion of “self-emptying” (kenōsis), as suggested by Masao Abe, remains an open question. The Buddhist doctrine of “two truths,” one expressed in the “higher” language (paramārthasatya) accessible only to Buddhist practitioners and the other in the “lower” language (samvrtisatya) of discourse with others, does not hold out much promise of true mutual respect between traditions.Prof. John Makransky (Boston College), an ordained lama and meditation teacher as well as a renowned scholar of Tibetan Buddhism, took up the challenge of developing a Buddhist “theology” that avoids the claim to superiority. What matters to the Buddhist practitioner is to cut through all subconscious clinging, even to approved teachings and spiritual results. “Ultimate truth” can be known, directly but nonconceptually, yielding a “nonconceptual compassion” comparable to what Christians call “totally undivided oneness with God.” Lacking historical consciousness, however, teachers have tended to project their understanding of skillful means back on to Śākyamuni Buddha, each school assuming that other schools are merely preparations for itself. The same pattern is evident in the integration into Buddhism of indigenous religions such as Shintō, which enriched Buddhism but also assimilated it to themselves. Prompted by his contacts with Christian colleagues to venture beyond practice into Buddhist self-reflection, Makransky is now prepared to see in conceptions such as the Dharmakāya (“Dharma body” of the Buddha or ultimate reality) an equivalent of what Christians understand by God. The Body of Christ, with its implications for ecclesiology, could open up a further avenue for comparison.Existing under the conditions of late or post-modernity, Buddhism is forced to come to terms with pluralism and ecumenism. This article discusses the significance of social capital in Bourdieu-inspired analyses of contemporary South-East European societies. We first recapitulate Bourdieu?s theorization of social capital, emphasizing that it allows different operationalizations expressly because of its rather abstract theoretical character. Following that, we explain what is meant by?South- East European societies? and that their inequality-generating mechanisms are largely based on social closure. In the central part of the article, we comment on some attempts at operationalization of social capital (...) in the SEE region. While we also discuss two cases of eclectically mixing Lin?s operationalization with Bourdieusian concepts, at the center of our attention is the elaboration of Bourdieu?s theorization of social capital put forward by the Serbian sociologist Predrag Cveticanin. The relevance of his concepts of?social capital of solidarity? and?social capital of informal connections? for the study of class relations in post-socialist societies in South-East Europe highlights the advantages of a consistent application of the Bourdieusian framework in a contemporary context. The use of student evaluations of teaching (SET) has become a widespread practice in higher education despite inconclusive evidence reported in the literature around its validity. Not surprisingly, the question of the validity of SET continues to be a current debate in higher education, pointing to the need for more research in this area. This paper is a part of a larger scale study, which aims to contribute to broadening the knowledge and understanding of SET validity by analysing the process (...) within the South East European University (SEEU) in North Macedonia in order to determine whether student evaluations are objective and critical. A likert scale questionnaire, containing 9 questions, was designed for the purpose of the analysis. The questionnaire was sent to all students from the five (5) Faculties: Business and Economics, Law, Contemporary Sciences and Technologies, Contemporary Social Sciences and Faculty of Languages, Cultures and Communications, in both campuses, Tetovo and Skopje. Three hundred and thirty three (333) students participated in the survey. Statistical Package for Social Science (SPSS) was used for analysing the results. Findings revealed that the information students received about the reputation, experience and qualifications of the professors had the highest influence on their perceptions, which in turn influenced the evaluations. As an addition, the present paper also compares two methods on a data set of actual SET. For illustrative purposes, only data from one faculty have been analysed. It is shown that the traditional method of considering the average values can misrepresent a teacher’s performance as it can be highly sensitive to any extreme grades, being either very positive or very negative. Background Ensuring morally competent nurses depends on many factors, such as environmental, social, political, and cultural. However, several inadequacies in nursing education have been documented, and no common framework has been established for how nursing ethics should be taught in undergraduate education. Research questions What are the different approaches across nursing programmes established in teaching ethics? What are the main similarities and differences across programmes facilitating a common understanding in developing a curriculum capable of preparing a morally competent nurse? Research (...) design International comparative education study in five steps: (1) formulating the initial question; (2) defining the units of comparison; (3) determining the variables of comparison; (4) describing the findings; (5) interpreting the findings. The comparative variables were identified, extracted, and populated in a piloted grid. Participants Six universities were purposefully selected by the Promoting a Morally Competent Nurse project partners for their nursing education curricula as delivered in 2022–2023. Ethical considerations No ethical approval was required, given no human participants and public data regarding nursing curricula. Findings Variability emerged in the terminologies used in naming the courses, the numbers of credits and hours devoted to teaching ethics, when the courses are delivered (since the initial semesters of nursing education or concentrated in the final years), and their main modes of delivery (a single or separate module or integrated across the curriculum). Contents have some similarities, whereas the teaching methods varied and included (or not) explicit connections with clinical practice. Attendance is mandatory in all courses. The assessment methods used varied from knowledge-based to more competence-based approaches involving multidimensional strategies. Conclusions This comparative study explored similarities and differences across nursing programmes in six different European countries. The reviewed ethics curricula lack significant clarity, and they offer important areas to consider for future development. Issues emerged regarding terminologies, learning workloads, when to deliver, how to deliver, the main contents, and the teaching and assessment methods that merit further discussion. (shrink)

The article discusses the historical background and transnational context of the dialogue between East-European communist philosophy and Western existentialism. It does so by first outlining the exchanges between Lukács, Sartre and Merleau-Ponty between the late 1940s and the early 1960s. Subsequently three major forums of East–West philosophical dialogue are surveyed, that took place during the 1960s: the ‘Morals and Society’ colloquium, organized by Instituto Gramsci in Rome in May 1964; the Korčula summer school, organized by the Praxis (...) group between 1964 and 1975; and the International Congress for Philosophy organized in Vienna in September 1968. This series of events and the dialogue and confrontations that they engendered prove that, contrary to the exclusively negative reception of existentialism in the socialist camp in the 1950s, but also contrary to the distorted representation, which can be found in dissidents’ recollections and which became dominant after the fall of communism, which excluded any possibility of dialogue between the two sides during socialism, such a dialogue has taken place, and led to mutual appropriations on both sides. This essay examines the role of Martin Heidegger’s philosophy in the ideology of what the author calls the “Nationalist International,” a loosely affiliated international network of “New” Right, nationalist, alt-right, and neo-fascist groups. The author argues that thought leaders of this movement, from the relatively obscure to politicians and organizers in major political parties, such as Steve Bannon in the MAGA movement in the United States or Marc Jongen of Alternative für Deutschland in Germany, have drawn upon Heidegger (...) to articulate their principles and aims. More openly neo-fascist thinkers, such as Greg Johnson in the United States and Aleksandr Dugin in Russia, have produced sophisticated readings of Heidegger to support their causes. Such figures use Heidegger’s critique of Plato, as the onset of a metaphysical nihilism that culminates in modernity, to condemn liberalism as a facet of a rootless universalism that deprives a people of its history and identity. The repudiation of classical liberal democracy in many militant alt-right organizations and online communities played a role in assault on Congress on January 6, 2021 and Donald Trump’s attempted coup that day. The conclusion addresses the question of how educators and others can engage a new generation vulnerable to radicalization and argues for a form of “absolute welcome” as a response to increasing polarization. This paper addresses the work of the Council of Europe in the fight against corruption. It presents briefly the Council of Europe’s organisation, activities and priorities and goes on to introduce its work in the fight against corruption. Activities in this field are carried out by the Multidisciplinary Group on Corruption (GMC) which is made up of governmental representatives of the forty Member States of the Organisation and in accordance with a Plan of Action against Corruption. Following work (...) by the GMC, the Committee of Ministers, the decision-making body of the Council of Europe, adopted in 1997 ‘The 20 Guiding principles for the Fight against Corruption’ and in 1998 ‘The Agreement establishing the Group of States against Corruption-GRECO’ which will be called upon to monitor States’ compliance with their international commitments in the fight against corruption. Three international legal instruments are currently under preparation by the GMC, namely: a convention on corruption (dealing with the criminal aspects of the problem), a convention on civil remedies resulting from corruption and a European model code of conduct for Public Officials. The tradition of international criminal tribunals which started with the Nuremberg and Tokyo tribunals was returned with the International Criminal Tribunal for the former Yugoslavia. As a result of the bloody wars in the territory of the former Yugoslavia in the 1990s, the Security Council of the United Nations decided to establish the ICTY as an ad hoc tribunal, that was approved by the resolutions 808 and 827. The main purpose of the paper is to highlight the (...) features of the ICTY during its mandate from 1993 to 2017. For the realization of this research are used qualitative methods, based on the bibliography that is related with international criminal law, with special emphasis with the activities of international criminal tribunals. Furthermore, some data are also collected from the credible internet sources, which have valuable information about the procedures of the ICTY and for the International Residual Mechanism for Criminal Tribunals. The results of the study demonstrate that during its mandate, the ICTY was accompanied with a lot of successes which distinguish it from the other international criminal tribunals. At the same time, the ICTY has also a lot of failures, which have come as a result of various political influences within it. The conclusions of this paper aim to increase knowledge about the activity of the ICTY, by offering important information for its establishment and organs, and for its main successes and failures. The subtitle of this volume is misleading. The Japanese scholars represented (Koyama, Y. Iwata, and B. R. Inagaki) were all trained in Western medieval philosophy and are (...) highly respected medievalists. None of the Western contributors is an expert on Eastern philosophy. Even readers familiar with Japan will be hard pressed to find anything characteristically Eastern in any of the contributions.In the forward provided by the editor and in a preface written by W. Kluxen, we are informed that the volume was the product of two international conferences. Western [End Page 585] and Eastern experts on medieval philosophy were assembled to discuss the problem of "how each human being and humanity as a whole will handle nature in the future" (viii). Both Koyama and Kluxen assume that medieval Europeans conceived essential features of the understanding of "nature" now common to the whole world.Judging from the essays in the book, we conclude that the volume represents a beginning. There are connections between some of the essays, but the question remains: can the medieval view of nature offer us guidance on how to deal with our environmental crises? In general, one might expect a congenial relationship between ancient Western organic views and Japanese intuitions about nature. Nevertheless, compromise characterizes technological decision-making in both cultures. The challenge posed by radical environmentalists is the adequacy altogether of anthropocentric environmental ethics to save the planet.The essay by Iwata offers an interpretation of natural teleology that is compatible with mechanism and hypothetical necessity. Iwata suggests that art that pursues its own ends and not as an imitation of nature can be the source of environmental crises. Two papers by Kluxen on ethics, nature, and natural law acknowledge major transformations in the Middle Ages, and the challenge he poses is how to reintegrate reason and nature. K. Riesenhuber challenges recent accounts that claim to find in some twelfth-century authors an autonomous interest in nature. While nature as a discipline did not achieve autonomy in the twelfth century, Riesenhuber detects the stirrings of independence, but knowledge of nature remained subordinate to knowledge of God. L. Honnefelder suggests that guidance for our treatment of nature may lie in developing new models for the combination of the Platonic technomorphic with the Aristotelian biomorphic paradigm. Inagaki's paper on original sin and human nature adopts a stance that conforms to the Judeo-Christian tradition of the human break with nature. Whatever the source of that disintegration, the problem described in this way requires first a healing of human nature. The paper by M. M. Adams considers John Duns Scotus's revision of final causality. Scotus distinguished between the perfection of the being that a thing constitutes and the explanatory function of that achievement. On this account, Scotus revised the analysis to secure one sense in which Goodness explains being. The paper provides an example of the sorts of transformations in the medieval view suggested by several of the other contributors.C. Steel's paper questions the assumptions about the connection between medieval and modern conceptions of nature. Steel adopts a more comprehensive historical perspective. Flawed by its selective reliance on secondary literature, the paper nonetheless represents an important effort to understand our current dilemma from a historical perspective. Steel challenges L. White, Jr.'s now famous claim about the Christian roots of our ecological crisis. Steel overlooks White's appeals to Christian traditions at variance with Christian dualism and to the use of the Bible in the seventeenth century to sanction the study of science as a means to master nature. Steel takes up the vexed question of continuity or discontinuity between medieval philosophy of nature and seventeenth-century science. In lieu of an abstract, here is a brief excerpt of the content:Eighth Conference of the European Network of Buddhist-Christian StudiesSt. Ottilien, Germany, 11–15 June 2009John D’Arcy MayWith a higher proportion of Buddhist participants from Europe, Asia, and the United States than ever before, the European Network of Buddhist-Christian Studies at its 2009 conference in the Benedictine Archabbey of St. Ottilien near Munich addressed the question of authority, both spiritual and temporal, in the two traditions. There seems (...) to have been little comparative study of this topic, and there were many surprises as the speakers were confronted with aspects they had not been aware of in their own traditions and in those of others.The conference began with intercultural music that drew on Christian and Buddhist themes. After this, Brother Josef Götz spoke about the Benedictine Archabbey of St. Ottilien, stressing its longstanding and enriching participation in intermonastic dialogue. Elizabeth Harris, the incoming president of the network, then introduced the theme. She pointed to contemporary literature in English that represented the crisis in authority in the West and stressed that this was compounded by the awareness that some of those with power to enforce authority in the world did not possess legitimacy. She then raised a series of questions connected with the different forms of authority to be discussed at the conference—from the balance between external and internal authority to the struggle with institutional authority for equality between men and women. She hoped for three outcomes from the conference: that participants would be able to explore what their own tradition said about authority; that they would give wisdom to each other on the theme, Buddhist to Christian and Christian to Buddhist; and that all would reflect on how they represented themselves to the wider society, both to those searching for religious authority and those rejecting all authority.Following up this theme of a contemporary crisis of authority, Rita Gross said that Buddhists, in the spirit of the teaching on impermanence (P. anicca), need to take seriously the historicity of their different traditions in order to develop a nonsectarian history of Buddhism that acknowledges the authenticity of the foundational Buddhism [End Page 189] of the first four hundred years. The Kālāmasutta (AN.I.188 –193), one of the discourses in the Pāli canon, which was cited again and again in the course of the discussion, urges the Buddhist to assess the trustworthiness of teachers and their teaching, but criteria such as “what the wise would accept” or whether a text is accepted by the saṅgha (community) raise the problem of determining what constitutes wisdom and the authenticity of a text, as noted by Shenpen Hookham and Zhiru Shi. Rita Gross remarked on the irony that many Western Buddhists, despite their rationalistic education, abandon critical discernment and prefer myths to history. This is regrettable, as Western Buddhists have their own contributions to make to the further development of Buddhism.Kajsa Ahlstrand, referring to the World Values Survey, pointed to changing attitudes toward obedience, disobedience, and rebellion. Disobedience is now seen as praiseworthy, whereas obedience could be harmful to one’s mental health. Obedience in this “new key” emphasizes rights over duties. One can thus identify varieties of Christianity that are “hard” or “soft,” “strong” or “mild,” in various combinations, which she illustrated using different cheeses (thereby causing some puzzlement among the Asian participants!). We were left with the question whether there is an unchanging essence of eternal truth in either tradition, which is beyond historical change and sociological conditioning, and the realization that both obedience and disobedience can go terribly wrong. As Rita Gross concluded, it is our attachment that is the problem, not the things we are attached to.Spiritual authority is central to both Buddhism and Christianity, but it can take very different forms. Shenpen Hookham maintained that for Buddhists spiritual authority resides in enlightened people, whether monastic or lay, and is the result of realization rather than learning. The visible monastic saṅgha merely “represents” the ariyasaṅgha (noble community) of the truly enlightened (though this was later contested). Outsourcing clinical trials sponsored by pharmaceutical companies from industrialized countries to low- -income countries – summarized as transnational biomedical research – has lead to many concerns about ethical standards. Whether study participants are particularly vulnerable is one of those concerns. However, the concept of vulnerability is still vague and varies in its definition. Despite the fact that important international ethical guidelines such as the Declaration of Helsinki by the World Medical Association or the Ethical Guidelines for Biomedical Research Involving (...) Human Subjects by the Council of International Organizations of Medical Sciences refer to vulnerability as ethical principle, each of their approaches are different. To overcome these shortcomings, we analyze and unite different approaches of vulnerability and develop practical criteria in order to operationalize the concept especially for the context of TBR. These criteria refer to the context of a study as well as the characteristics and the current living situation of study participants. Based on a case study of an HIV-vaccine-trial conducted in India we demonstrate how those criteria can be applied in a retrospective way to identify potential ethical conflicts. The criteria can also indicate a prospective function for ethical pre-assessment. For this, we provide an outlook for three major topics: 1. Vulnerability as a normative concept: Different ways of protection; 2. The relevance of transparency and 3. Vulnerability as an instrument to increase decision participation of human subjects.
